AZCON Holding Announces Telecommunications Sector Performance for the First Half of 2026

AZCON Holding has announced the key performance results achieved across Azerbaijan’s telecommunications sector during the first six months of 2026. 

Digital Transformation 

During the reporting period, Azerbaijan continued to make significant progress in e-government and digital transformation initiatives. The number of government institutions migrated to the Government Cloud (G-cloud) reached 147, while the number of private organizations utilizing Data Center services increased to 140, bringing the total number of organizations benefiting from cloud services to 287.

Under the Strategy for the Development of the Digital Economy of the Republic of Azerbaijan for 2026–2029, the adoption of cloud-based solutions across public administration and the establishment of a unified national network of data centers have been identified as strategic priorities. To further expand the Government Cloud infrastructure, construction commenced in 2026 on two new Data Centers—one primary and one backup facility.

The number of organizations that have digitalized their services through the SİMA Digital Solutions Platform reached 139, while downloads of the SİMA Signature mobile application surpassed 7 million.

Six organizations have also commenced operations at Azerbaijan’s first Supercomputer Center, established using NVIDIA GPU (Graphics Processing Unit) technology, to support artificial intelligence development and other innovative projects.

Network Infrastructure

As part of the expansion of the Gigabit Passive Optical Network (GPON), nearly 86,000 new subscribers—including households and businesses—were connected to high-speed internet during the first half of the year. In addition, construction of 130 kilometers of infrastructure across 17 alternative backbone cable routes was completed.

To strengthen mobile connectivity, 330 base stations were modernized and 36 new base stations were commissioned, increasing the total number of mobile base stations nationwide to more than 3,900.

During the reporting period, Azerbaijan’s telecommunications satellites delivered services to 90 companies across more than 30 countries, further strengthening the country’s position in the international telecommunications market.

Network Infrastructure in the Karabakh and East Zangezur Economic Regions 

During the first half of the year, 3,367 new subscribers including households and businesses in Azerbaijan’s liberated territories were connected to telecommunications services. Construction of 25 backbone fiber-optic lines with a total length of approximately 1,000 km was completed.

To expand mobile connectivity in the region, 15 new base stations were put into operation, while one radio and television broadcasting station resumed operations. At the same time, the resilience and service quality of the existing broadcasting infrastructure were further enhanced.

As a result, the total number of subscribers connected to the fiber-optic network in the liberated territories reached 10,495, while the number of mobile base stations increased to 214 and the number of operational radio and television broadcasting stations reached 12.

Social Impact 

AZCON Holding’s telecommunications companies continued investing in initiatives focused on education, youth development, women’s empowerment, child protection, sports, and cultural heritage. Throughout the reporting period, they also organized digital safety awareness sessions, innovation competitions, student internship programs, and scholarship initiatives.

Overall, the telecommunications sector’s performance in the first half of 2026 contributed to strengthening communication and digital services, improving operational efficiency, and supporting the sustainable development of Azerbaijan’s telecommunications industry.
